Why not use a drivers license or state ID card with restrictions for those who really shouldn't carry for mental health conditions, felons, etc. and no other registration or collection of names. I don't think government should ride herd on who, what, where or how anyone owns a firearm. Safety courses should be strongly suggested. Just thinking out loud. Lots of details to add but for crying out loud lets keep it simple. Maybe lawyers shouldn't craft the bill. :)
