While 10th amendment lawsuits and opinions on controversial topics generate more headlines, one of the most important day-to-day functions of the Texas Attorney General is to collect and disburse child support; in Ken Paxton's first year on the job, the A.G's office has SMASHED the previous record:

Texas Attorney General’s Child Support Division Sets Record by Collecting $3.9 Billion in Child Support for Texas Children

Monday, September 14, 2015 – Austin, Texas 

The Texas Attorney General’s Office Child Support Division set a record by collecting more than $3.9 billion in child support for the state fiscal year that ended Aug. 31. The $3.9 billion in collections benefitted 943,000 families and topped the previous year’s record by $186 million.

"The efficient and effective collection of child support is of benefit both to Texas families and to Texas taxpayers, helping provide security for children and ensuring that noncustodial parents support their children – not the state," Attorney General Ken Paxton said. "Our state is blessed by the dedication of the hard-working men and women of our Child Support Division, who once again have raised the bar when it comes to protecting the financial well-being of Texas children."

“By ensuring that parents financially support their children – rather than taxpayer-funded public assistance programs – the Child Support Division saved taxpayers an estimated $1.76 billion in state fiscal year 2014, as child support payments reduced the need for TANF, food stamps and Medicaid,” said Deputy Director for Child Support Mara Friesen.

The Texas Attorney General’s Child Support Division ranks first nationally in the amount of child support collected, a position it has held for the past eight years. Texas also ranks first in collections per child support employee and cost effectiveness. According to the federal government’s latest annual report, collections per Texas child support employee averaged $1.4 million in Fiscal Year 2014, compared to the national average of $565,000 per employee. In addition, by collecting $11.34 for every dollar spent, Texas is first in cost effectiveness, besting the national cost effectiveness ratio of $5.25 by 216 percent.

The $3.9 billion collected in state fiscal year 2015 helped more than 240,000 families who once received Temporary Assistance for Needy Families maintain their self-sufficiency without public assistance.

Under state and federal law, the Office of the Attorney General can assist families who request child support services and must serve families who currently receive or have received public assistance. Services offered by the Child Support Division include locating absent parents; establishing paternity for children born to unmarried parents; establishing, enforcing and modifying child and medical support orders; and collecting and distributing child support payments. 

The Attorney General’s Child Support Division is the most successful and cost-effective program in the nation. The division currently administers 1.5 million child support cases, serving 1.7 million children. The division collects $11.34 for every $1 spent to operate the program and collected $3.7 billion in child support in Federal FY 2014.

Bottom Line: It's a shame there are enough families breaking up and out of wedlock births to put us anywhere close to record setting territory, but given that reality it's heartening to see our state agencies achieving maximum results on this important issue with minimal overhead.

Katrina Pierson wows the public

The Lexington Libertarian details a recent Katrina Pierson appearance:

We, a band of concerned citizens, gathered in a church in a small Texas City, Rowlett, to greet, meet and listen to Katrina Pierson who is challenging Rep. Pete Sessions for the Republican Congressional nomination in the 32nd District of Texas.

After some meet and greet mingling she stood before us to tell her story. My jaw literally dropped, my mouth hung open and my eyes moistened.

She told us that her mother was pregnant with her at the age of 14 years. She was raised on welfare. She herself was pregnant at 19, married and divorced quickly. Her mother succumbed to the drug culture. It was her Grandmother who helped raise Katrina and who helped Katrina raise her son. She was involved in a bad car crash. She had her youthful brush with the law.

It took her ten years to graduate from college but not before her senior paper was destroyed in her computer that literally caught fire. She had to sit down and do it all over with only days left for submission. And in the midst of all that her Grandmother died and she was all alone, a single mother with a son to take care of and school to finish.

She told us she had a good friend who was a single mother like herself who worked at Taco Bell but that just wasn’t enough money to get by. So her friend applied for food stamps but the government said you make too much money to qualify, but if you go on welfare we can give you food stamps, housing assistance and all sorts of help.

Katrina vowed that she would not be trapped in the welfare maze.

She told us, “I clawed my way out of poverty. I did it on my own. I could only have done this in America. I would not have survived anywhere else.”

“I LIVED IT,” she went on to say. “I understand what it’s like to struggle.” And the Democrat redistribution model of government dependency is not the way to go, she said in so many words.

OMG! You could have heard a pin drop. Now here is a real person, one who has fought the good fight, been knocked down, got up, dusted herself off and got knocked down again only to get up again to fight another day. Now here is a woman who has suffered but is stronger as a result. Here is a woman who knows what life is all about. Here is the real, deal who isn’t buying government dependence.

But make it she did. Pierson became a Hospital Level 1 Administrator. She raised her son well, who is today 17 years old. She founded the Garland Tea Party. She has been Neil Cavuto’s Privacy Expert on FOX News for the last 5 years.

On Drug Testing for Unemployment: An Open Letter to Governor Perry

The powers not delegated to the United States by the Constitution, nor prohibited by it to the states, are reserved to the states respectively, or to the people.
Tenth Amendment; United States Constitution.

Dear Mr. Governor,

Earlier this week, the Obama administration fired its latest salvo in the ongoing war on Texas.  The United States Department of Labor is slow walking the rules for drug testing unemployment recipients.  With all due respect, Mr. Governor, I humbly suggest a course of action.

Ignore them.  Test everyone starting February 1.  Then dare them to stop us.

This is a good tenth-amendment fight to pick.  Drug testing for "public assistance" is VERY popular.  The public will support standing for Texas statute against the petty tyranny of federal rule-making.

This lawless administration needs to learn their regulatory 'authority' doesn't trump the legislative authority granted to Texas under the Tenth Amendment.

This is solid ground on which to wage the battle.

Obama helps to expand Julian Castro's machine

"So taxpayer revenue is used to hire sate workers, who are always unionized. Those state workers (who are unionized) must pay union dues. In many states, the deduction of dues is automatic. The employee does not write a check. It's simply deducted from his state payroll check or deposit. So when a public sector employee pays union dues, where does that money end up? A portion of it ends up somewhere in the giant Democrat Party nationwide, statewide campaign apparatus. So private citizens, in Wisconsin and elsewhere, end up donating to the Democrat Party via state and public workers. It's a money laundering operation, and that's what the Porkulus bill was. It was to make sure that during the recession, state workers did not lose their jobs so that Democrats did not lose their campaign money. Pure and simple, that's it."

Last week, President Obama five new federal 'promise zones.'  San Antonio made the cut.  According to the White House:

San Antonio, TX (Eastside Neighborhood) 

The City of San Antonio’s key strategies include: 

• Focusing on job creation and training, including through a partnership with St. Philip’s College, in key growth areas including energy, health care, business support, aerospace/advanced manufacturing, and construction. 

• Empowering every child with the skills they need by increasing enrollment in high quality pre-K programs; installing a STEM focus in the local school district; expanding enrollment in Early College Programs; and improving adult education opportunities. 

• Expanding public safety activities to facilitate neighborhood revitalization; improved street lighting and demolishing abandoned buildings; and integrated public safety activities with social resources.

San Antonio's mayor reacted predictably:

San Antonio Mayor Julián Castro said “this is a promising investment in creating more job opportunities and revitalizing neighborhoods on the East Side.” 

Castro said the federal application process can be “labyrinthine” and difficult to complete correctly. 

“So to have the technical assistance and have the red tape cut will make a difference in the likelihood of having success at getting funding in the future,” Castro said.

Obama's 'promise zones,' are an ass-backwards economic development strategy.  But Obama's 'promise zones' aren't about economic development.  Obama's 'promise zone' is a smokescreen for Battleground Texas.

In 1966, Lyndon Johnson launched the 'model cities' initiative.  Detroit was one of Johnson's targets.  While model cities was economically cataclysmic, it was a political windfall for Lyndon Johnson's coalition.  Inserting a progressive machine into America's industrial heartland fundamentally transformed its culture.  Productive citizens fled, while the dependent underclass that remained reliably voted for more government.  Detroit hasn't voted for a Republican mayor since.  George Bush 41 was the last Republican presidential candidate to win the state.

Julian Castro, to be fair, knows a thing or two about building a political machine.  He uses the people's money to reward friends.  He attempts to destroy opponents.  But Julian Castro has well documented statewide ambitions.  An army of progressive organizers, masquerading as federal 'promise zone' facilitators, allows Castro to expand the coalitions of power he'll need for a statewide run.

OFFICIAL ENDORSEMENT: Our First Campaign Contribution of Election 2014

Earlier tonight, Cahnman's Musings attended a fundraiser for Katrina Pierson's U.S. House campaign.  We gave the candidate a (very) modest donation.  It was an easy call for a fantastic candidate.

Katrina spoke in more depth about her background than we'd previously heard. Born to a teenage mother who chose life, Katrina was also a teenage mother who chose life.  This makes sense, considering the last time we saw Katrina was at the Capitol during the abortion debate.

Having grown up in a family on welfare, Katrina was determined not to fall back into that trap when she had her own son at 19.  Katrina did things the hard way, but the right way.  It took her a decade to graduate college (working two jobs most of that time), but she made it without blood money from Washington D.C. or Austin.

Having survived the welfare system, Katrina is determined to promote economic opportunity.  Katrina understands that a strong education is the key to economic success, and that local control is the key to a strong education.  Thus, Katrina's #1 policy objective is to remove the Federal government from education.

Mission #3: Protect and Strengthen Texas' Economy

Conservatives still control Texas; in fact, we strengthened our hand.  While big government and Obama's entitlement culture won in most of America, it lost in Texas.  This offers the 83rd Texas Legislature tremendous opportunity.

Texas must become Galt's Gulch.  America is about to become very, very hostile to productive citizens.  Texas, to the degree it is possible, must be shelter in the coming storm.

There is one place in America where people still fear God and support free enterprise; that place is Texas.  With abundant prayer and prudent financial stewardship, Texas can be a beacon of light to a lost and dying America.  What's the alternative?!?

Let's define prudent financial stewardship: passing a non-watered down version of the Texas Budget Compact while simultaneously cutting spending to balance the budget without accepting blood money from Washington.  If Texas draws this line in the sand, Washington will attempt to bribe us into selling our soul.  No thank you, Texas can cut spending.

The first step towards prudent financial stewardship is obvious: Bryan Hughes must become Speaker of the Texas House.  This is non-negotiable.  More on this soon.

Obviously, prudent financial stewardship won't be popular in certain quarters.  So what?!?  Other places in America support big government and Obama's entitlement culture.  Texas does not.  If you want big government and Obama's entitlement culture, move to California.

This won't be easy, but with humility and prayer, it can be done.  Prudent financial stewardship will make Texas a beacon of hope when Obama's entitlement culture collapses.  What's the alternative?!?

Mission #2: The Sexual Counterrevolution

Since Tuesday night, a lot of ink has been spilled about how voters chose free stuff in servitude over self-reliance in freedom; Rush said it best when he said "people voted for Santa Claus."

That description is true, as far as it goes, but it misses the core.  Free stuff is the symptom, promiscuity is the disease.  People voted to maintain their sex lives.

Since the dawn of time, Utopians have used free love as a recruiting tool.  For obvious reasons, consequence free sex with multiple partners (of either gender) makes Heaven on Earth an easy sell.  As I wrote back in June, this was a deliberate strategy of Obama's Marxist fore-bearers.

But it gets worse: Sexual Promiscuity is very, very expensive (*).  That's where free stuff comes into play.  Chasing the sexual utopian dragon has many direct costs, but the most evil and insidious opportunity cost of sexual utopianism is that it undermines the discipline necessary to delay gratification.  Capitalism is based on delayed gratification.  Unfortunately, you will never sell delayed gratification and patient acquisition to a population obsessed with its next orgasm.

That's why America desperately needs a sexual counterrevolution.  The sexual revolution was a direct antecedent to the dumbing down of America's population.  We won't be able to reverse the dumbing down until we reverse the sexual revolution; that reversal needs to come from our churches, culture, and media.

Here's why there's hope: what Marxists will never tell you is that while yes, promiscuity can lead to lots of sex, most of that sex is bad.  As someone who grew up around leftists, and as a repentant little whore myself, I cannot overemphasize how much time liberals spend complaining about bad sex.  By contrast, married conservative Christians have the best sex.  Leftists might be able to muddy the waters on gross diseases and poorly timed conceptions, but they can't defend bad sex.

Romney's Debate Disappointment

Desperate to reverse his campaign's falling poll numbers, Mitt Romney launched racially-tinged and Islamophobic attacks at President Obama during tonight's Presidential debate in Denver.

 Romney, who refuses to release his tax returns, revived Newt Gingrich's discredited Primary attack against President Obama as the 'food-stamp President,' seeking to tie the first African-American president to longstanding racial stereotypes about 'welfare queens.'

 Romney's appeals to nativist sentiment continued in the discussion of foreign policy; Romney referred to last month's protests in Egypt and Libya against an offensive YouTube video as a 'terrorist attack,' an Islamophobic term that blames Muslims for acts of violent extremism, including bombings of abortion clinics in the United States.

• Families are the best mechanism for fighting economic need.  We cannot reduce government dependence until we strengthen families.  That's why we need to stop the assault on marriage.

• Barack Obama's unilateral dismantling of Welfare Reform was illegal.

The Coming Democrat Akin Overreaction

Todd Akin is an idiot.  While I agree that he's getting a raw deal, the bottom line is that he flubbed a predictable question for which any pro-life male has to prepare.  Akin's comment, however, is paving the way for a Democrat overreaction that will hurt Democrats far more than Akin's comment will hurt Republicans.

In reaction to Akin, Democrats have already turned their convention into abortionpalooza.  They're going to feature the heads of Planned Parenthood and NARAL; they've even managed to draw Marxist skank "Reproductive Rights Activist" Sandy Fluke back from whatever rock she originally crawled out from under. This won't end well for Democrats.

Abortion isn't popular.

What Democrats fail to understand is that the Sexual Revolution was a massive lie, and that women bore the brunt of its consequences.  When wealthy liberals like Sandy Fluke promote the doctrine of consequence-free, government-subsidized fornication, normal women see through that lie.  Normal women are concerned about the economy, not in having the government protect either gender from the consequences of poor sexual decisions.

The frustrating thing is that there's a major economic issue embedded in this discussion.  Sexual promiscuity often leads to welfare, which leads to government spending and debt, with predictable consequences for economic growth and employment.  Unfortunately, Republicans would never have the cojones to argue that promiscuity begets poverty.

Sandy Fluke is a uniquely unattractive figure, and that's not a dig at her physical appearance.  Sandy Fluke is protected from the consequences of the lifestyle she promotes.  Normal women aren't.  Normal women understand poor sexual choices lead to horrific consequences.  Government subsidies cannot alter the wages of sin.

Todd Akin messed up.  He flubbed an obvious and predictable question, and he deserves to suffer the consequences.  That being said, if Democrats want to turn this into a fight between Todd Akin's inartful attempt to save lives, and everything Sandy Fluke represents; I'm not afraid of that fight.

America is Wisconsin; not Greece

Amid the celebration of Governor Scott Walker's decisive victory last night, one lesson stands out clearly: America is still America, we haven't become Greece.

Since Barack Obama was elected, and since the number of takers has inched ever closer to the number of makers, existential questions have been asked.  Can the American people restore the Constitutional Republic of our foundation, or will we succumb to what Mark Steyn calls extremely seductive incremental decline?!?  Last night, the voters of Wisconsin gave their answer.

In 2010, Governor Scott Walker campaigned on Restoring Economic Growth, Balancing the Budget, and Not Raising Taxes.  Collective Bargaining Reform is a natural component of that agenda.  Collective Bargaining Reform discredited the corrupt shibboleths upon which the left is built, thus they threw every thuggish tactic in their arsenal at Governor Walker.  The failed.  Wisconsinites affirmed budgetary reforms and thumbed their noses at the Unions.

Contrast last night is Wisconsin with the ongoing chaos in Greece.  Where Wisconsinites chose prudent budgetary reforms, Greeks threw a violent hissy fit.  Where Wisconsinites re-affirmed a courageous politician, Greeks elected Nazi's.  Wisconsin has a future, Greece does not.

Last night, Wisconsin voters sent a message to the world.  Is America done?!?  Not yet, NOT BY A LONG SHOT....

On Richard Lugar and Psalm 146

It's rare that an example of the misplaced priorities of our political class is this clear.  In the political ad shown above, a frightened elderly lady worries that she'll have to turn to God in the event that changes come to Social Security.  Senator Lugar, the sponsor of the ad, fails to understand that that's EXACTLY THE POINT!!!

In the movie Monumental, Kirk Cameron makes the point that we need leaders with a strong Judeo-Christian foundation; this ad is a textbook example of why.  We're SUPPOSED to put our faith in God NOT Washington D.C. What Senator Lugar fails to understand is that substituting Washington D.C. for God is the reason we're broke in the first place.

If you denigrate prayer and elevate Washington D.C., you don't belong in the United States Senate in the first place.  I'll address this notion of substituting Washington D.C. for God in much more detail soon, but, for now, I just want to point out that the guy who came up with that idea has a hockey team in New Jersey....

On Dan Savage and Marxist Sexual Values

By now, you've probably heard about Dan Savage's recent factually incorrect and bigoted attack on the Bible.  Savage has been at this game for years, but he's stepped it up lately.


My first reaction to the controversy is that it's a sad example of a miserable attack from a miserable man.  While the story got on my nerves, I was planning on letting the controversy pass without comment.  People like Dan Savage are not worth getting angry over; we must, however, understand his perspective because he's using sex as a smokescreen to advance Marxism via stealth.


If you are a parent, you have to know who Dan Savage is; people like Dan Savage are teaching the next generation about Sex.  Dan Savage has the ear of the President.  Dan Savage wants to talk to your kids about sex, and he's willing to go behind your back to do so.


Dan Savage has been writing a weekly sex column for over a decade.  His writing shatters all standards of decency. The first time you read Dan Savage's column, it's kinda risque.  The second time it's 'interesting.'  The third time, it's gross.  If you read past the third time, you risk losing your soul.  I say this as someone who almost lost their soul two years ago at a time when I read Dan Savage's column religiously (pun intended).


Dan Savage envisions a society where every form of perversion is accepted, as long as you use a condom.    I met Dan Savage once, in late 2005 or early 2006, at an event in New York City.  If you've ever read his column or seen him on TV, he's exactly the same in real life.  What struck me about meeting him face to face, however, was the angry tension with which he carries himself; Dan Savage is the homosexual Bill Maher.  Columnist Maggie Gallagher is correct when she states:

Savage has a clear vision for America: It will be a place where, in order to remain respectable citizens, Christians (and others with traditional moral views) will simply have to drop not only Leviticus, but Genesis, and oh by the way, Jesus' own words in Matthew 19.

Christian moral understanding of sex, gender and marriage will simply have to change, Savage asserts. Why? Because he and others say so. To do otherwise is to be mean to him and other gay people. Our very existence, our identity as both good Christians and good citizens is an offense to him. 

 (My addition: It's actually worse than what Gallagher asserts because the objective is use sexual license as a vehicle to destroy Christianity to advance full-blown Marxism)

I've blogged about Marxist Sexual values before, and I'm going to have a lot more to say on the topic in the near future. For now, parents must understand that Dan Savage is a leading purveyor of Marxist Sexual vales, and his objective is get your kids having lots of weird sex at a very young age.  Marxist Sexual values are seductive, especially to teenagers, because they justify having lots of sex.  Obsession with sexual gratification advances Marxist objectives because it undermines the discipline necessary to achieve anything; people like Dan Savage mischaracterize sexual discipline (insert S&M joke here!) as repression.  Once you're having lots of irresponsible sex, you're going to be predisposed to have someone else (ie. the government) take care of your needs.


Anger and misery are the natural consequence of Marxist sexual values.


Parents beware: Dan Savage is coming for your kids.
